Carlos D. Urmacher, M.D., FCAP, FASCP

Co-Chief Executive Officer and Chief Medical Officer
A co-founder of CBLPath via the CBL acquisition, Dr. Urmacher is certified by the American Board of Pathology in Surgical Pathology and Dermatopathology. He is a member of the U.S. and Canadian Academy of Pathology, a member of the College of American Pathologists, and a fellow of the American Society of Clinical Pathologists. Dr. Urmacher has served as a member of the Board of Trustees and Treasurer of the New York Pathological Society, as a member of the Scientific Advisory Board of the World Health Organization and as a member of the editorial boards of The American Journal of Surgical Pathology and The American Journal of Dermatopathology. Prior to joining CBL in 2000 as Co-Director and Chief of Surgical Pathology, Dr. Urmacher served as Attending Pathologist at North Shore University Hospital – NYU School of Medicine in Manhasset, New York for nine years and as Attending Pathologist at Memorial Sloan-Kettering Cancer Center and Associate Professor of Pathology at Cornell University Medical Center for 13 years. Dr. Urmacher is a frequent lecturer and has authored more than 70 articles and six medical textbook chapters. He graduated with an M.D. degree from the Central University of Venezuela and served as Chief Resident in Pathology at Mount Sinai Hospital, New York and as Chief Fellow in Pathology at Memorial Sloan-Kettering Cancer Center and New York University Hospital.

David G. McGinnis

Senior Vice President of Billing and Managed Care
A co-founder of CBLPath, Mr. McGinnis has 20 years of managed care and government contracting experience. Previously, he was the Director of Contracting with DIANON Systems, Inc. (formerly NASDAQ: DIAN), where he was responsible for negotiating, implementing and maintaining all of the company's contracts nationwide. During his tenure there, DIANON's contracts expanded from 50 to 650 with subsequent revenue growth from $5 million to $95 million. Prior to that, Mr. McGinnis spent five years with Anthem Blue Cross and Blue Shield of Connecticut. There, he managed the team responsible for developing and administering alternate reimbursement methodologies for ancillary network providers across HMO, POS and PPO product lines. Mr. McGinnis holds an M.B.A. with a Health Systems Management Specialization and a B.S. in Medical Cytogenetic Technology from the University of Connecticut.

Tom Shaw

Mr. Shaw has more than 13 years of experience in healthcare finance and operations. He joined CBLPath in 2009 as Director of Business Information and was promoted to Vice President of Finance in September 2013. During his tenure with the company, he has been instrumental in driving enhanced financial reporting and analysis, the budget process and cost savings initiatives. He advocated for, designed and implemented operational/financial metrics, benchmarking and dashboarding, database warehousing and business intelligence across all facets of the organization. He also played a key role in maximizing shareholder value in the 2010 sale of CBLPath to Sonic Healthcare. Prior to joining CBLPath, he was an investment banker with merger and acquisition advisory firms B.C. Ziegler, and Berkery, Noyes & Co., where he worked on over 40 transactions representing a value of over $500 million. Tom has over a decade of experience in serving as advisor to numerous CEOs, CFOs and COOs across markets that included healthcare services, laboratory services, radiation oncology, payors, senior care IT, pharmacy benefit management, and medical education, conferences and publishing. During that time, he assisted his clients with business acquisitions, divestitures, recapitalizations, management buyouts, and financing transactions for senior debt, subordinated debt and equity. Mr. Shaw holds an MBA in Finance from Rutgers, The State University, and a B.S. in Civil Engineering from Manhattan College.

Ian McVeigh

Mr. McVeigh has more than 15 years of sales management and leadership experience. He joined CBLPath in 2004 and has served in several positions of increasing responsibility during his tenure with the company. He was promoted to Vice President of Sales in August 2013. Prior to his promotion, he served as Regional Director of Sales for the Keystone region, which under his leadership, became the company’s top grossing region in 2012. Mr. McVeigh is a key leader in CBLPath’s commercial organization, which is responsible for bringing industry leading diagnostic, prognostic and theranostic laboratory services to the medical market. During his time with CBLPath, he has been a consistent winner of the President’s Club award and a catalyst for new strategies that drive growth in the anatomic, clinical and molecular markets. Prior to joining CBLPath, he spent eight years in senior sales roles with Aerotek where he successfully gained market share by forming long lasting relationships with large pharmaceutical clients. Mr. McVeigh holds a B.A. in Political Science from Washington College.

Jules Laino

Vice President of Quality Assurance
Mr. Laino has more than 28 years of anatomic pathology experience, 23 of which are in management and administration. He was one of CBLPath's first hired employees holding the title of Director of Laboratory Operations. His development of all laboratory policies and procedures, implementation of quality management systems and the establishment of regulatory committees were all significant contributions toward CBLPath receiving accreditation by the College of American Pathologists and obtaining New York State Department of Health practicing permits for several satellite offices. Mr. Laino is responsible for methodology and validation approvals from the New York State Department of Health, which allowed CBLPath to obtain licensing permits to practice fluorescence in situ hybridization (FISH) techniques used in breast, uropathology and hematopathology diagnostic and prognostic testing. Prior to joining CBLPath he held a Technical Research Specialist position where he became co-founder of a comprehensive technical and quantitative urine cytopathology program to more accurately determine pre-malignant and malignant urinary tract disease. He further developed this technology to include all urine sediment to help determine the origin of hematuria. This technology was adopted by CBLPath and is now known as the USA Cytology (Urine Sediment Analysis) program. Mr. Laino began his career in cytopathology at New York-Presbyterian/Weill Cornell Medical Center and served as Chief Operating Officer at a well known health care institution, successfully overseeing their New York operations for several years. He is currently involved with ongoing validations and technical development, overall laboratory quality systems, risk prevention and regulatory and compliance practice. Mr. Laino currently holds a Bachelor of Science in Biology from Long Island University C.W. Post College and a license in Cytotechnology.

Carlene Keane-Phipps

Senior Director of Laboratory Operations
Ms. Keane-Phipps has more than 22 years of anatomic pathology experience and extensive knowledge of laboratory operations. She joined CBLPath in 2006 and rose through the ranks of the leadership team to be named Senior Director of Laboratory Operations in 2012. During her tenure Ms. Keane-Phipps was responsible for the growth and expansion of CBLPath's Immunohistochemistry (IHC) and Fluorescence in situ hybridization (FISH) Laboratories. In 2010 she was promoted to Director of Esoteric Studies and IHC Operations and was key stakeholder in the successful addition of the Polymerase Chain Reaction (PCR) Laboratory. Ongoing accomplishments include overseeing the expansion of more than 150 new tests and existing technology. Prior to joining CBLPath Ms. Keane-Phipps started her career at a well known institution where she quick moved into a leadership role and successfully managed the Immunohistochemistry Lab. Ms. Keane-Phipps holds an M.B.A. and Healthcare Management certification from Iona College, a Bachelor of Arts from Stony Brook University, and is a certified Histology Technologist with qualifications in various laboratory specialties.
